Abstract:
From the perspective of developing countries, the global economy has become increasingly unstable, susceptible to climate shocks and pandemics, and unequal. Three sets of reform are necessary to rebuild the global financial architecture to foster resilient, low carbon, and socially inclusive growth paths. First, the system needs to become much larger to meet the needs of the 21st century world economy. Second, there needs to be major policy reform of the existing institutions in order to align them with our broader shared development and climate goals. And third, there needs to be an increase in the voice and representation of developing countries. In a variety of ways, each of these reforms is on the current global policy agenda to be completed in some form over the next few years. This presentation will outline the global challenge of rebuilding the global financial architecture, present proposed reforms to the system, and outline ways that China is uniquely poised to help deliver on the new Global Policy Agenda.
Biography:
Dr. Kevin P. Gallagher is the Director of the Boston University Global Development Policy Center and a Professor of Global Development Policy at the Frederick S. Pardee School of Global Studies at Boston University. He serves as co-chair on the T20 India Task Force on ‘Refueling Growth: Clean Energy and Green Transition’ to the G20, the international chair of the ‘Greening the BRI Task Force’ of the China Council for International Cooperation on Environment and Development (CCICED), and a member of the Task Force on Climate, Development and the International Monetary Fund. Dr. Gallagher is the author or co-author of seven books, with his latest being The Case for New Bretton Woods (with Richard Kozul-Wright).
