COVID-19 Response and Modernization of National Governance International Academic Forum Held

Peking University, October 15, 2021: From September 28TH to September 29th , PKU Institute of State Governance Studies, PKU School of Government,  Jilin University School of Public Administration, and University of Oxford Blavatnik School of Government jointly held the “COVID-19 Response and Modernization of National Governance International Academic Forum” online.

Professor Zhang Xianming, dean of Jilin University School of Administration presided over the opening ceremony. Professor Wang Puqu, dean of PKU Institute of State Governance Studies; Professor Ngaire Woods, dean of University of Oxford Blavatnik School of Government, and Professor Zhou Guanghui, director of Jilin University Academic Committee of School of Public Administration respectively gave inaugural speeches.

First seminar

The first seminar was held under the theme of “COVID-19 response and a community with a shared future”. Professor Jonathan Wolff and Anna Petherick from University of Oxford gave speeches respectively on the ethical dilemma of vaccine experiments and the relationship between a country’s level of social trust its peoples compliance with COVID-19 policies. Following after, Associate professor Zhang Changdong from Peking University gave a comparative analysis of control capacity in three cities in Henan province, China, and found that mobilization governance played an important role in COVID-19 response in China.

 
Second seminar
 
The second seminar is " COVID-19 Response and Post-COVID 19 Reconstruction". Professor Eric Beinhocker and Karthik Ramanna from the University of Oxford analyzed the costing and prospect of transition to clean energy and introduced the specific content and potential application of a new carbon emission accounting method and mechanism. Yang Zesen, a PhD student from Tsinghua University analyzed the relationship between the CPC's organizing capacity and its response to COVID-19.

 
Third seminar

The theme of the third seminar was "COVID-19 Response and Innovation of Grassroots Governance". Associate Professor Thomas Hale and Dr. Yuxi Zhang from the University of Oxford together gave an introduction to the Oxford COVID-19 Government Response Tracker. They also used this database to analyze the effectiveness of China's COVID-19 policies and showed the policy intensity and effectiveness of Chinese provincial governments in different periods. Associate professor Wan Pengfei from Peking University then gave a summary of the practical experiences of Chinese local governments in fighting COVID-19.

 
Fourth seminar

The fourth seminar "COVID-19 Response and Developing Inter-Governmental Relations" was held on September 29. PKU Professor Yang Lihua introduced the difference between emergency management and emergency governance paradigms, then analyzed the East Asian pattern of COVID-19 prevention and control.
