Peking University, December 1, 2025: After two years of joint efforts, the report "Nature-based Solutions and Beyond: Synergies between Biodiversity and Climate", written by the Sino-German Track II Dialogue and its Working Cluster 4, was officially released on November 17, 2025, on the sidelines of the United Nations Climate Change Conference (COP30) in Belem, Brazil.
Several Chinese and German experts spoke at a launch ceremony held at the German Pavilion, celebrating the release of the report and laying out visions for Sino-German cooperation on climate change.
The report was released by the co-leaders of Working Cluster 4, who spoke at the event virtually. They were Wang Binbin, Chair of Climate Future Global Innovation Lab (C Force Lab), Institute of Carbon Neutrality, Peking University, and Wolfgang Cramer, Emeritus Research Director of Mediterranean Institute for Biodiversity and Ecology (IMBE).

Liu Zhenmin, China's Special Envoy for Climate Change, pointed out in his speech that, against the backdrop of geopolitical tensions, sluggish global economic growth and increasingly urgent extreme climate events, China and Germany, as two major countries with significant influence and active promoters of global climate governance, have the responsibility to jointly promote green development. They also have broad space for deepening cooperation, he stated.

Jochen Flasbarth, State Secretary at the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN)of Germany, highlighted the need for strong global cooperation and multilateralism and expressed his special gratitude to the experts from China and Germany for their fruitful efforts in promoting the coordination between the two countries.

Dirk Messner, President of the German Environment Agency (UBA), praised in his speech the collaborative research on climate change and biodiversity jointly led by Wolfgang Cramer and Wang Binbin, and pointed out that there is huge potential for collaboration in the fields of climate change, biodiversity and nature conservation.

Wolfgang Cramer pointed out that nature-based solutions are effective and adaptive actions targeting natural and modified ecosystems and provide multiple benefits to nature and society, but there are still many issues that need to be further discussed. Based on these considerations, he said, the Chinese and German experts have found a number of cases from both sides, hoping to inspire everyone's work in the collaborative governance of climate and biodiversity.
Wang Binbin introduced 9 cases in 3 types, including best practise of nature-based solutions, policy supporting mechanisms and inspiration from traditional wisdom. She pointed out that Nature-based solutions should be understood as an open system with continuous observation and adaptation rather than a static model of implementation.
The event also invited six guests to participate in a discussion on the report. Xu Jintao, Boya Distinguished Professor at the National School of Development, Peking University, joined this panel.
