Peking University, September 4, 2026: The World Health Organization (WHO) and the Peking University (PKU) Institute for Global Health signed a project‑based cooperation agreement to strengthen global health emergency preparedness via research, training and innovative analytical approaches. The agreement is effective from August 1, 2026 to July 31, 2028 and can be extended by mutual agreement.



Led by the Risk Analysis and Action Review Unit of WHO's Health Emergency Preparedness Department and the PKU Institute for Global Health, this cooperation will contribute to strengthening the prevention and response capacities for health emergencies. 

Under the agreement, WHO and PKU will collaborate in three key areas to boost global emergency preparedness and support evidence‑based decision‑making: 

1. conducting operational simulation exercises and implementation research on health emergency preparedness; 
2. developing and delivering training on WHO tools and methodologies for disaster preparedness, including WHO benchmarks for strengthening health emergency capacities, simulation exercises, after‑action reviews and dynamic preparedness indicators; 
3. developing methodological tools to assess investments in emergency preparedness and measure corresponding outcomes and real‑world impacts.

Through this cooperation, WHO and PKU aim to generate practical empirical evidence to support national‑level emergency preparedness efforts across countries.
