Peking University, Beijing, Oct. 23rd, 2008: In order to promote the research of competitive technical intelligence and improve the system of national technological innovation, the 1st international forum on technological innovation and competitive technical intelligence was held in Beijing DaFang Hotel, co-hosted by Peking University and Beijing Academy of Sciences and Technology, cosponsored by Research Center for Competitive Intelligence & Competitiveness (Peking University), Beijing Institute of Science and Technology Information and Beijing United Information Center of Science —Technology-Economy. This conference provided a platform for international academic exchanges in technical intelligence, and explored another way for PKU to take part in national technological innovation and contribute to national economic development.

Lin Junjing, Vice Director of University Council of Peking University, gave a welcome speech in the conference. Li Zhimin, director of technological development of the Ministry of Education, Dinghui, Dean of Beijing Academy of Sciences and Technology, Changhuo Bao, Reseacher at China Weapons Information Research Institute, honorary chairman of Society of Competitive Intelligence of China, Prof. John E.Prescott from Pittsburgh University attended the forum and gave speeches. Xinzhou Xie, Professor of the School of Journalism and Communication, Peking University, Director of the Research Center for Competitive Intelligence & Competitiveness at Peking University hosted the forum. Experts from University of Pittsburgh, Université Paul Cézanne Aix Marseille III, Manchester Institute of Innovation Research, UK, Potsdam University, Germany, Peking University, Nanjing University, Wuhan University and People’s University of China, Beijing Institute of Science and Technology Information and Beijing United Information Center of Science —Technology-Economy had discussion on evaluation and management of technological innovation, best practices of independent technological innovation and practices of competitive technical intelligence.

Independent innovation was highlighted as the national development strategy in the “Guidelines of the Eleventh Five-Year Plan for National Economic and Social Development” in order to build an innovative country. The national innovation system is the active source of promoting economic development and the guarantee of the sustainable economic development. To set up an innovative country is the core of our national strategies in the future. The national technological innovation policy is the core content of setting up national innovation system. Constituting technological innovation policy and improving technological innovation ability are the main objectives and means of setting up national innovation system. Competitive technical intelligence through the way of introducing competitive intelligence to collect, coordinate and conduct the technical intelligence, which meets the needs of innovative units, and provide competitive technical information and consultation services. Competitive technical intelligence aims to improve the technological innovation efficiency of each innovative unit by using national and international social resources widely and effectively. Therefore, competitive technical intelligence is the bridge connecting technological innovation policy and technological innovation activities; it plays an important role in setting up national innovation system. As an effective way of constituting technological innovation policy and optimizing technological innovation activities, the analysis of competitive technical intelligence has important significance to set up national innovation system. Competitive technical intelligence system is the key means of making enterprises and industries being competitive in the market.
